The Development Coordinator will support the development approval process by coordinating, preparing and administering development agreements related to subdivisions, condominiums and site plans, maintaining development guidelines and manuals and processes. This position acts as a liaison between Planning, Building, Development Engineering, and Infrastructure Services Staff.

 

The ideal candidate will have one of the following: a University Degree in Urban Planning, a two (2) year College Diploma in Planning Technician, a University Degree in Civil Engineering, a three (3) year College Diploma in Civil Engineering Technology or equivalent education and experience. They will have a minimum of three (3) years of practical experience in civil engineering and construction, urban planning and/or development coordinating. They will have a current designation or eligible for designation as one of the following: a Registered Professional Planner (RPP), Certified Planning Technician (CPT), Professional Engineer (P. Eng.), Certified Technician (C. Tech) or Certified Engineering Technologist (CET). The ideal candidate will have applied, technical knowledge of land use planning and development, legislation and policies provided under the Planning Act. They will also have the ability to work independently or in a team setting with the skills to communicate ideas effectively.

 

Compensation includes an annual salary of $78,345 - $94,014 (2024 salary range, salary under review) for this non-union position, based on 37.5 hours weekly, and includes a comprehensive health, benefit and pension package.

Position Objective

To support the development approval process by coordinating, preparing and administering development agreements related to subdivisions, condominiums and site plans, maintaining development guidelines and manuals and processes. This position acts as a liaison between Planning, Building, Development Engineering, and Infrastructure Services Staff.

  

Duties & Responsibilities

  1. Coordinate the preparation of Site Plan, Subdivision, Condominium and other Development Agreements and associated attachments and schedules, including comments and conditions from other Town Departments and outside agencies.
  2. Examine all applications and drawings submitted for completeness and accuracy and determine the appropriate procedure for processing the application.
  3. Circulate all drawings and applications to appropriate departments and agencies for review.
  4. Prepare/contribute to administrative reports/by-laws for site plan, subdivision and development agreements, including any security/financial requirements and any special provisions.
  5. Track receipt/release of securities; prepare progress reports; liaise with owners/agents, the public, other Town Departments, external agencies and stakeholders for Site Plan and Condominium Applications.
  6. Coordinate final inspections of Site Plans and Condominiums for release of securities. Be able to confidently identify deficiencies and ask for repairs where required, understanding that this is for the best interest of the Town.
  7. Maintain deficiency tracking program for site works.
  8. Prepare and retain accurate records of all site inspections.
  9. Coordinate property sub-search and other legal requirements; ensure completion of any required conveyances; coordinate/facilitate required approvals and clearing of conditions from other Town Departments and outside agencies prior to issuance of required permits.
  10. Liaise with external solicitors to coordinate the registration of site plan, subdivision, condominium and other development agreements.
  11. Schedule, coordinate and lead pre-construction meetings prior to the commencement of works on a project. Create meeting minute packages outlining the topic that were discussed with the applicants/owners.
  12. Contribute to the implementation of relevant policies, procedures, guidelines and manuals. 
  13. Assess situations that arise as a result of development and construction and liaise with staff, agencies and members of the public on issues when necessary.
  14. Liaise with owners and agents and receive and answer inquiries from the public, lawyers, real estate companies, other departments. Provide information to proponents and the public on process and requirements.
  15. Liaise with utilities and other government agencies.
  16. Prepare and submit reports and by-laws in an accurate and timely manner.
  17. Prepare and provide input on preliminary and final plans, maps, sketches and other graphics/displays for planning projects, circulations, administrative reports and public meetings.
  18. Coordinate with Infrastructure Services regarding upcoming projects that will require permits and various other Town approvals. 
  19. Other duties as assigned.

 

Education & Experience

  • University Degree in Urban Planning, or two (2) year College Diploma in Planning Technician, or a University Degree in Civil Engineering, or three (3) year College Diploma in Civil Engineering Technology, or equivalent education and experience.
  • Current designation or eligible for designation as a Registered Professional Planner (RPP), Certified Planning Technician (CPT), Professional Engineer (P. Eng.), Certified Technician (C. Tech), Certified Engineering Technologist (CET), or equivalent education and experience.
  • A minimum of three (3) years of practical experience in civil engineering and construction, urban planning and/or development coordinating.
  • Valid Ontario driver’s license with a driving record acceptable to the Corporation.

 

Knowledge

  • Knowledge of the development and approval process under the Planning Act
  • Technical knowledge of various legislation, policies and standards that relate to the land development process (Planning Act, Development Charges Act, Municipal Act, Local Improvement Act)
  • General knowledge of the Ontario Municipal Act, the procedures of the Ontario Land Tribunal, and the Town’s Zoning By-law
  • General knowledge of civil engineering and standard construction practices, including stormwater management; sewer and waterworks design; noise abatement, geotechnical, road design, traffic, and Ontario Provincial Standard Specifications and Drawings
  • Applied, technical knowledge of land use planning and development, and legislation and policies provided under the Planning Act
  • Applied, technical knowledge of local policies, procedures and legal requirements regarding development agreements and conditions of approval
  • Applied, technical knowledge of reading details construction and engineering drawings and site plans
  • General knowledge of Customer Service

 

Skills & Ability

  • Computer proficiency in email, word processing, spreadsheet applications, GIS and Auto CAD; operate computers, peripherals and general office equipment
  • Judgment required but situations generally covered by procedures, standards or precedents
  • Exercise discretion/tact when working on confidential/sensitive development proposals; when negotiating with developers/proponents and/or their agents
  • Ingenuity to respond to unique situations with revisions to standard methods
